Microsoft can revoke code signing certs the same way Apple does. The only difference is Windows users are trained to just click Yes when they get a dialog with a yellow banner warning about running code from an unknown publisher.

Let's not forget how this subreddit freaked out over Apple making code signing required out of the box and how quickly people kept posting workarounds to disable Gatekeeper and system integrity protection. You can only do so much as a software developer. Users will be users.
